without a real GM, I could care less about the coach. Coaching takes a crap load of time and effort. Evaluating talent takes a crap load of time and effort. Ideally, a coach wants to win every year. Ideally a GM has a long view and cares about being good now and in the future. I think a team is best served by dividing the roles, and I don't think Allen has ever really been a true GM (he was a cap specialist under Gruden and the same under shanny)
