Good God, if we could get Matt Garza - that guy's one of the best pitchers in the league.

And has a bad temper.  I wonder how he'd handle going from a contender like Tampa to the worst team in baseball - two years running?

The only way to ensure that is to put Desmond in AAA. Manager fills out the lineup card.

Yep. It's a financial decision. Riggleman has little to no say on what is going to happen.

I don't think it necessarily has to do with money, I just don't think "old school" Riggs is going to "disrespect" a vet like that, even if he really likes Desmond.
