there are 40 pitchers who threw at least 160 innings last year

Only 17 of those pitched an inning/team game played, the year before.   And only 12 of those did it the year before.

This is the entire list of pitchers who've pitched 1 inning/team game played (the number needed to qualify for ERA title) for each of the last 3 seasons.

Hey, I'd be all for bringing Howie back, if he wanted to un-retire.   :D
Too bad it's not gonna happen.  (He's still younger than Cruz, and he's capable of getting clutch hits).

Grienke is back of the rotation fodder at this point
if he's a #4, that's better than what we have.  He's gone 171 IP in 2021, a full 12 starts and 67 inning (5.5 IP/start) in 2020, and over 200 IP the previous 3 years.  If he gives you anything similar, he's eating innings at a < 4.5 ERA.  That's solid.  And he has an upside of <4 ERA.

Which is why signing Greinke for $12 million for 1 year makes a ton of sense for a team with innings-limited pitchers like Strasburg and Gray.

Grienke is 37, losing velo, and getting progressively worse. Expecting him to be as good as last year is about as realistic as Stras making 25+ starts

I think they need to improve their bullpen depth by a lot to have a chance.   Teams like the Rays and Dodgers had 10 relievers with sub 3.00 eras they could trot out every day.   We had Hudson last year and that was it.

If we're going to buy some wins, I think that spending on the bullpen is where we'd get the most bang for our buck.

You can win without the starting pitching we're used to, but that requires a real bullpen.

I think Rainey is higher in the bullpen pecking order and maybe Doo is lower.  I also think they'll give Rogers a longer look for the rotation, barring another signing.  To my eye, they look short on rotation innings because I don't think they will get more than 250 innings out of Gray and Strasburg. Corbin actually had a couple of decent prolonged stretches last year (4/16 - 6/30, and all but one start in September) and has been healthy, so I'm optimistic about him. If not Greinke, then a Tyler Anderson might be a good signing.  Really could use another 160-180 IP out of a starter, then community auditions for the 5th slot.  I'd also feel better about the bullpen if they pulled in a Ryan Tepera as the top dog and everyone shifted down a slot in leverage.

It's probably wishful thinking but Tepera, with Cishek and maybe a healthy Harris, Doo, Finnegan, and Rainey looks averagish, which is an upgrade. Finnegan and Rainey can give you streaks when they are sharp and get enough work to stay sharp but hopefully not to much to become toast.

Of course, but with Corbin and Stras, you at least have guys who have performed at an elite level. We know they have it in them. If they can tap into that again, they'll have a chance. Remains to be seen if they can. The pitching was why they weren't successful last year. They still have work to do there.

more realistic - I'm not wowed by what Cinci got back for Winker and Eug Suarez. Would I be nuts to say Thomas, Gerardo Carillo, and Erick Fedde would be all that much less?

No, but that would include taking on a contract like Suarez for two years of Winker.  I'd personally do it in a heartbeat, but it's not my money.
