no- if you put him on the team, he'd get more starts than anyone would ever want him to get. He has too much history here to be viewed by davey as a fifth starter. Let him go elsewhere to be a fifth starter

When would a 5th starter have the chance to "choke?"  You wouldn't be pitching him in a deciding playoff game anymore.  I think Gio still gets maybe a decent 2-3 year deal somewhere, and we aren't going to offer the same, but in theory I'd absolutely take him as a #5.

Agreed.  If he's looking for a pillow contract in place he's comfortable in, then I'd offer him 1 year, $6-8MM.  This lets Ross be a multi-inning reliever this year and keeps Fedde and Crow in the minors.  That's OK starting depth. I think he can do better than the money I'm talking about, but I'd give him that.

Without having another durable starter it gets very worrying. If (when) one of Strasburg, Corbin, Sanchez miss time, you need to fill 2 spots with Fedde, Ross, Voth, McGowin, Nuno, etc.
