How does "pitcher of record" work for the starter, if due to a rain delay, he can't continue and he's in the lead (before the official game benchmark is met)?

I'm not 100% sure, but I don't think the rain delay has any effect on the scoring, it's no different than if he came out in a regular game in the 4th.

No difference. You treat it as if he left the game early (leading or not) with a stomach flu.

Back end of the rain is coming down from Loudoun County now, maybe another 30-40 minutes til it clears DC.
