we had the opposite experience in Italy. Central AC didn't seem to exist anywhere, instead every place we stayed had weak wall mounted AC units that on a good day would bring the temp down from 85 to 78.
yea central a/c was not common there for sure, made me realize why people call us "spoiled Americans".
