Not really. If you look at the infield angle, it looks like he got him around the rib cage. On the outfield view he does't get anywhere near the jersey and it looks like he might have tagged his derrier, but on the other angle, it was clear that his butt had was not to Desmond when he came up from the tag.

Watch the final replay they showed. He clearly got him just above the waist.

I think he may have grazed him. There's no way that the tag was irrefutable though.
