CHICAGO — Even though Rick Reed cited chapter and verse from the umpires manual (Rule 3.50) that Chicago Cubs manager Lou Piniella didn't need to consult with the home plate umpire before making a double switch, the Cincinnati Reds are not dropping their protest.
