I'd guess they see him as an eventual reliever, maybe spot starter type. He's been wildly inconsistent this year.

since the 6/14 blow up when he was reinstated off the development list, he's had 2 out of his best 3 starts this year (by GameScore), a middling to positive outing, and one other bad one (against Richmond, second time seeing them in a week, after dominating them over 5 innings). I'd be curious if the development list stint was to work on a new pitch or something.
