Also, I'm too dense to figure this out but why is it that people, like in Houston, who are stranded in waste deep flooded homes refuse to be taken out when people show up in boats to take them to a safer dry place?

I don't know about that, i know a lot of people will stay on a dry second floor because the water will be gone in a day or two usually.

But it still makes no sense to stay. I saw people on the news who refused to leave and they were standing in water up to their chest. I can understand if you have a pet that you won't leave behind because I would never leave my dogs behind but people without pets.
