Bill Veeck did that once when he owned the St Louis Browns. The fans were allowed to vote on in-game decisions...change the pitcher? Pinch-hit? things like that. The manager hated it but the fans did well. I think I read that in a book about the last seasons of some of the "original 16" teams that moved...Boston Braves, St Louis Browns, Philadelphia A's, our original Nationals / Senators / Nats. The Lords of Baseball hated Veeck...thought he made the game undignified.
