Given that budget and those prices, I'd have gone with:
Erykah Badu 75-100
Wale 50+
Sublime w/ Rome 100-150

I doubt Sublime is quite family friendly enough.

Barenaked Ladies would have been fun.   Robert Randolph too.

Biz Markie - $10-15k

The Pirates have the Goo Goo Dolls this year. I think I'd rather see them than any of the acts the Nats have booked.

Celebrate Faith Day at Nationals Park on Saturday, September 6 as the Washington Nationals take on the Philadelphia Phillies.

Stay after the game for a special presentation of Nationals players testimonials and a FREE Postgame Concert featuring contemporary Christian musician Lincoln Brewster!

Lincoln Brewster's career - which includes collaborations with Steve Perry (Journey) and Michael W. Smith (Grammy Award-winning Christian music artist) - has brought national acclaim to the California native. His 2007 hit "Everlasting God" climbed to #1 on Christian radio, while the ballad "Love the Lord" reached #3 on the charts. Lincoln's most recent album, Today is the Day, has been praised for its wide-range of musical rhythms and sounds.

The performance will begin approximately 15 minutes after the final out of the game. Fans who wish to attend the free concert must have a valid ticket for that day's game, which can be purchased below. All promotions and events are subject to change without notice.

Can't we just have a Jesus bobblehead night instead?

I could not be too annoyed with that whole thing except for the Nationals players testimonials.
