I was kind of worried about him, but after reading this:

"You can't take an at-bat and just jog it out," Harper said. "You have to play it like Pete Rose would, run every ball out, run every ball hard. Hit a popup to the pitcher, make it to second before he catches it. It's all those little things that make you a better player."

I'm in.  Draft him.

Well not exactly.  I'm more interested to know how much time he puts in practicing.

But I can totally live with the arrogant antics if it comes with an attitude of wanting to play all-out that much.  I like hustle.

I'm not really too concerned about that quote for two reasons.  First, I am sure playing for the Yankees is a dream of many a ballplayer, I'm not going to hold it against him for wanting to play for the historically best team in baseball (even though I hate the team).  And second, if Stras and Harper (given they draft him) both live up to their potential, I can't really see any scenario where they would be able to afford to keep both of them long-term anyway.

Having said that, none of his quotes really affect my opinion of him much.  I am a lot more concerned about what he is doing on the field.

Ryan Franklin said he did then denied it. Hudson was lying. Livan said it over and over. Marquis said it.

As for draft picks, the "courtesy" draft picks for sons of coaches probably said it.

Technically they already did last season.  He is getting a lot more exposure because of his brother, that is for sure.  He even has a scouting report on MLB.com.

I don't know about you, but I know I don't like my MLB team treated like a farm system team for douche teams like the Yanks and Boston. Sure, plenty can happen those years with the team. He could fall in love with DC or completely loathe it.

But when he blatantly states his intentions, I find it wise to pay attention to them.

(seriously, though, I think we just differ on opinions here.  I'm not much into quotes and whatnot, but I can admit that there is certainly times when the quotes may be relevant.  I just happen to believe this isn't one of them)

I am a firm believer in taking the best player possible, but I think this insight is very damaging. Because really, what is the point in spending the time and resources on a guy you know or have a strong feeling is going to jump ship to some other team the first chance he gets? It is one thing if he keeps such desires to himself (which smart ballplayers do if they have them), but to announce such a thing publicly before even getting drafted and a paycheck? Stupid.

His agent needs to reel that puppy in and put a muzzle on him, IMO.

It is still a wee bit early for me to be worrying about the Draft. Right now he seems to be "the #1" but that has time to change and my gut feeling hopes it does.

Fair enough.  I can at least agree that it was not a smart thing to say.  But, yeah, Taillon and Harper are currently leaps and bounds ahead of the rest of the crop and I can't see the Nationals taking a HS pitcher at number one overall.
