My point is that although Strasburg is better than him, Chapman gets more money because he was born in Cuba and not Puerto Rico.

Figure someone will give him $25m Major league contract and get 3 - 8 years of MLB control of him. Contreras got 4 years, $32m in 2003.

I think Arrangure was right in that either the BJs or the Angels will give him the $20-25m and 5 years he's asking for.  Marlins are supposed to be out.

To keep things in perspective, very few lefties who are older and in their physical prime can throw 95 MPH comfortably, even among relievers.  Matt Thornton and a few others. Not even CC or Kershaw throw that hard.   He will not get Matsuzaka or even Contreras money, but he will comfortably pass SS and will immediately be a top 10 prospect, per Goldstein at BP.

Everyone is under the same rules as far as Free Agency and Service time.

I always thought he'd be a guy Rizzo might go after.

Not sure I'd be all for it though... especially if he profiles as a reliever.

Strasburg, Chapman, Marquis, Lannan, and Jordan Zimmermann.. Sounds like a dream fantasy rotation

Stras I think, will be the top pitcher, heyward will be the top position player on every list, but Goldstein is saying Chapman will be higher than #10 on his list.

As for Dice-K and anyone posted from Japan, they are not really free agents.  His contract was still owned by Seibu.  What the Sox bought was the right to negotiate with him, with a payment to Seibu contingent on actually reaching an agreement with Dice-K (and his agent, Satan).  Iwamura went throught eh same system. A guy like Okajima I think was a free agent having played out his contract and came over without a posting fee.

El Nuevo Herald, a Miami-bases Spanish newspaper, reported Friday that the Blue Jays have made a $23 million offer for the Cuban defector, which would be slightly more than a bid made by the Los Angeles Angels.

The Red Sox are believed to have made a $15 million bid while the Marlins are believed to have increased their $13 million offer.

There is an obvious disparity in the bids, and ESPN The Magazine's Buster Olney writes in today's blog that there is a wide gulf of opinion among talent evaluators. Buster says some scouts see Chapman as another Randy Johnson and others see him headed to the bullpen.

The thing about the Marlins $13m offer is that it also allows him to avoid the Canadian tax system and state income taxes.  Effectively, the Marlins, Rays, and any team in a no income tax state can offer a bit less than the NYY, NYM or even the Nats because there is no state or local income tax.
