Not an eye doctor but I think swelling that impacts vision is kind of unusual for someone that age unless he was in an accident. I have scar tissue and swelling in back of my eyes but that is from surgeries.
If he is having surgery then it seems like a legitimate thing. No doctor is going to do surgery for fun.
