it's not only that, but where do you pre-position them? On a boat, 300 miles off the coast? You can't position your recovery assets in a storm zone.
No, you're bullcrap and you literally have no idea what you're talking about. There are actual issues  at play here that complicate any response and recovery efforts. Just getting there has been complicated. It's not about getting crap there. It's about getting it where it needs to go. Which is kind of a problem on an island that had crappy infrastructure to begin with and what there was has been obliterated by the force of several atomic bombs hitting it.
