He is Paul Severino:

If I had written up a longer 1st couple posts, I would have gone into how good Hancock has been this year, forcing the Mariners into a 6 quality starter rotation with 5 slots. Even if the Nats don't score again today, they've put up 16 runs this series.

you'll have wait until N2P does his run recap, but a Crews leadoff double over Raley's head multiple bleeders through drawn in infield, and some great baserunning took care of most of it
