He caught the ball. The runner didn’t tag. He cannot advance without tagging up. What am I missing here and how is this a run?

Frandsen is starting to aggravate me claiming this is a good call. No matter what the runner who scored never tagged up before leaving base. This cannot be a run.

So did all 4 umpires miss the fact that the runner on 3rd didn’t tag up?  Because that’s the only thing that makes sense of any of this.
