In revoking the visa a second time, the government should have cited the inaccurate statements on his visa application, rather than "health and good order grounds." Djokovic claims his staff made the mistake, but that doesn't matter in most countries—the applicant is responsible for the accuracy of the information submitted regardless of who prepared it. (Similar to how courts won't tolerate an attorney saying his secretary messed something up). Saying "you lied on your application" (which, by all accounts, he did) is more powerful than amorphous "health and good order grounds."
Yes. He is at much less risk of spreading covid in early 2022 after just having had it, than someone who had the vaccine in early 2021. I assume most of the players have had a booster but it’s not an entry requirement. Being caught out and about in Belgrade after being diagnosed with Covid is also a bad look although probably not relevant to this decision. I believe they have banned him for three years which would be a killer for him. He has won the tournament 9 times. It is his baby like the French open is for Nadal. Of course if he had just gotten vaccinated he would be fine.
