Rosenthal says they've reached agreement on the international draft, that was the last major sticking point. The owners are set to make a final complete proposal today, it seems like we might be at the finish line.
Passan says they've essentially punted the issue to July. Via MLBTR:
as I read this, it sounds like the players can either agree to something that depresses the international market or hold out and keep the QO / draft pick compensation that hurts members of the MLBPA. I would think the QO/ draft pick approach depresses money more, unless the international signees are going to be paid only token amounts. The biggest internationals now don't top $5 million to sign, I think.
