Were steroids illegal in MLB then?
Not really. Shirley Povich reported on them, mentioning them in his last column. Everyone saw that Bonds, Sosa, and MacGwire were using something to change their bodies. Bonds, for instance had been built like a greyhound when he played for the Pirates. He was a superb ballplayer. Then he looked like a different person. MacGwire suddenly went from being washed up, dumped by Oakland, back to being a home run hitter.
MLB just did not care. Or, rather, the owners knew that players were juicing and wanted it. There had been the strike in '94 and owners wanted lots of home runs.
