I'll be sad to see the Doctor go but Brad sure could be an awesome signing.

Adding Hand leaves one spot for Kyle McGowin, Ryne Harper, Dakota Bacus and lefty Sam Clay to joust for in West Palm. Perhaps nonroster invitees such as Javy Guerra or veteran lefty Luis Avilán could make a case. Or perhaps, sensing opportunity in a stalled market, Rizzo will sift through the dozens of free agent relievers still likely to sign for low-cost, one-year deals.

we still could use another LHP

Right now, the bullpen locks are Rainey, Suero, Harris, Hand, Hudson and whoever of Fedde/Voth/Ross don't get the #5 rotation slot. 

The only other lefty options on the 40-man are Sam Clay, Seth Romero, and Ben Braymer

Finnegan is an absolute lock.   Over Suero

I figured we were tapped out on free agents. Does the deferral defer what we owe against the tax? Potentially opening up the door to a possible deal with a 3b?

no.  full charge on all guaranteed money hits this year.

there's always employment for lefties.  It more or less depends on how much he wants to play (how low $ will he accept) and where.  I still think there's a decent likelihood he ends up here, or maybe Philly or another team that needs a lefty, but he's probably needing to go short and for middle relief money rather than a closer / high leverage contract.

now let's check whether this is a small sample:
Rainey: 9 IP, 29 TBF
Suero: 12.1 IP, 50 TBF
Finnegan: 10 Ip 48 TBF

Yup.

In 2019, Rainey's line was .261 /.420 / .522.

Suero actually is decent v. lefties over his career - .246 /.324/.323 over 65.2 IP and 279 TBF.
