Age: 21
Highest Level: A

The 17th overall pick in the 2019 draft, Rutledge is a big power arm with top of the rotation potential. He spent most of the summer in the alternate site camp and drew positive reviews. He worked hard to repeat his delivery, which will help improve his mid 90’s fastball command. With the hopes of a 2021 minor league season being possible, Rutledge could start the year off in AA with his impressive performance at the alternate site.

our high regard for Rutledge and Cavalli reminds of the saying about Noah: "Noah was a saint in his generation."  Didn't mean Noah was up to the status of the Patriarchs, Moses, or other holy ones. Just that, relative to his time, Noah stood out

The farm system is pretty bad right now. This isn't the early and mid 2010's when Rizzo aggressively shipped out minor leaguers for MLB ready talent. I think Adam Eaton and Doolittle/Madson were the last big moves like that.

Outside of the Juan Soto gift, the past few years have been awful. I'm all in on Rizzo as the GM in the long term, but if there isn't some real surprising minor league progression this year then they have to completely start over on minor league personnel. We're probably a year or two away from a serious rebuild and I am getting no positive vibes from the minor leagues.

It's pretty clear our domestic amateur scouting and development team is dogcrap. Rizzo is a fine GM but he needs to make some personnel changes if our drafting continues to be so poor. We've dumped most of our mid-level guys the last few years searching for major league players but the top levels are so bad and that's a result of every draft being a waste of time. Sick first-round draft picks in Fedde, Romero, Denaburg, etc.

The Yankees spend money on FA all the time and have had major prospects graduate to the majors with them and yet they still are pumping out guys to the top 100 list annually.

Did we lose some scouts from early in the decade? Not even counting Strasburg, Harper, and Rendon, it always felt like we had solid Top 100 prospects available to flip for good talent. If the Nationals go hunting at the deadline this year we'll have to eat salary instead of dangle prospects.

The international department seems more solid. If you had Luis Garcia on that list instead of rushing him, I'd be pretty happy with the Latin American work being done. The college and high school scouts in the US? Awful.

It's not domestic versus international.  It's that they do decently with position players and terribly with pitchers.

When’s the last time we had a pitcher spend developmental time in our system who gave us good production? Tanner Roark? It’s a disaster.
