Last five appearance he has 6 IP, three walks and 6 Ks. Starting to think this guy might be an option in the pen next year

Does anyone understand the 60 day IL for guys who were never on the 40 man roster? Does this let the organization go over the cap on total signed players? I think there's one around 165 on the full season teams.
