Not at all. Goodwin was the cancer that wasn’t around in 2019 not Harper. Godwin’s entire career is built on burning bridges.
Goodwin was only around for half of 2018 and most of 2017. I'm not disputing that he might be an jerk (I have no information either way), but it's pretty hard to put that much blame on a dude who was only around for a year and a half without something a lot more concrete. (Him getting run out of KC always looked funny to me, so I'd hardly be shocked if there was a backstory there, but still, that's a lot of blame to put on a backup outfielder who spent a lot of time in the minors.)
Goodwin got dumped at around the same time Kelley and Kintzler did - and those were pretty transparently chalked up to personality issues - so it wouldn't surprise me at all if he's a "challenging individual to work with," but it's also true that the Nats had an outfield logjam then and he was out of options.
