I thought MLB did not allow incentive based contracts?
It's the type of incentive. Incentives for statistical achievements are prohibited. This covers things like number of wins or strikeouts for pitchers, or number of homers and RBI for batters, or career milestones like a bonus for reaching 1000 RBI with the club.

Incentives based on playing time are permitted. This would cover plate appearances for batters and starts, innings pitched and the like for pitchers.
