Not exactly sure what you expected Rizzo to do when he’s not allowed to go over the tax threshold but okay

It seems like bullpen issues are a common theme across MLB.

It seems like bullpen issues are a common theme across MLB.
Big reason why they are going to expand the rosters.

Yep. But there will be a cap on the number of pitchers on a roster. I'm curious as to what that number will be.

Only in September and the postseason when the active roster is at 28. The 26 man roster for the rest of the season will be at the discretion of the team

Question: if you let Doolittle give up four runs, then why take him out at all?
