23 and hasn't made it above A yet.  He's certainly closing in on that description. This is the first time since 2019 he's started more than 10 games in a season.

Bust, no, but he's looking more and more like a reliever. 

The reason he's still in F-burg is that he's 23 and only has 36 career appearances and 128 innings.  As you noted, it's hard to make much progress with that little game action.  And at that age and with health and effectiveness issues, it's a legit question as to what the next direction is.  Most teams would keep him in the rotation most of the way up just to get him more innings, but it's a real question if he can't stay healthy while doing that.
