It'd be brutal to try to get free agents to sign with that.

You'd sell it at 2-3 extra months in Florida then you get to live in one of the nicest cities in North America during the summer, right when the weather in Florida starts getting oppressive. The players with kids could be based in Florida and they could stay in school for the entire year. That means the players could be with their families all of spring training (no having to leave them behind in February). The franchise is in FL, so they would be paid in US dollars.

The downsides would be that kids would have to go back to school for September, and I imagine that the tax situation in Quebec isn't great compared to no income tax Florida. But maybe they could get around it by structuring contracts with signing bonuses up front (paid in FL) and only a small amount as actual salary. 

Don't get me wrong. This is an incredibly dumb idea. But it isn't awful from the player perspective.
