I’ll be honest though if the intent of the rule is to prevent purposely dropping the ball to get a DP, it doesn’t make sense for it not to be in force with a man on first only.
Because it could allow teams to drop balls to get a speedier runner off the base paths. And the purpose is to prevent a shot at a triple play.
