It sounds like they should place him on the IL so as not to play one man short but this organization never learns. 
If they were smart they would have put him on the IL after he said he wasn’t going to the All Star Game. Given the ASB, worst case scenario is that he pitches later in the rotation. He would have been able to pitch against the Os
