What about Trenton? Closer than Rochester and good facilities from my understanding.
MASN article speculates Richmond as a possibility. It's too bad no one wants to pay for a stadium. Lots of Nats fans here would flock to games, Nats would build on their fanbase here, and very close to DC. AAA to Richmond seems to be gaining more traction. From what I heard from a buddy who lives in Richmond, the city doesn't want another stadium. Not sure about the possibility of renovating the current one.
where's the VCU stadium complex supposed to be? Is the city opposed to that?

According to Byron Kerr (@masnkerr), the Nats are moving their AAA affiliation to Rochester. Recently made available with the Twins AAA partnership with St. Paul
