Who are the "mystery teams" in the hunt for Harper and Machado? The teams on top dropped the most payroll (according to COTS #s) since last year and have tons of cap space. They are either tanking or waiting on the market to bottom out.

Minnesota is spending, but that is the one that could be a complete mystery who may still have room and is a marginal contender for both the division and the wild card due to the division they play in. Cleveland, too, could use Harper and has room, but they are pretty deliberately pulling back. The Arizona CF is the one they should chase.
