I believe it opens when the Center Field gates open at 5:05...
Nationals Park Information Guide Gate Opening Times
Center Field Gate will open 2 hours prior to the start of the game, allowing fans access to the Center Field stands and Center Field concourse area.
On Thursdays, Fridays, Saturdays and Sundays the Budweiser Terrace area will open 2 hours prior to the start of the game.
All other gates will open 1 ½ hours prior to the start of the game, allowing fans access to the entire ballpark.
On bobblehead giveaway days the Center Field, Left Field & Right Field Gates will open 2 hours prior to the start of the game, allowing fans to access the Center Field stands and concourse area.

I don't believe I have ever seen (except maybe opening day) the Loft open 2 hours before a game. In my experience it has always opened 90 minutes before.
