Not familiar with these spending limits. Can you explain more on how they work and why a team that already overspent would be more likely to sign him. I would assume it would be the opposite?

New rules =/= old rules, which this signing would still count under. Basically, a bonus pool, with tax and penalty for going over. A few teams were unable to sign big bonus babies due to exceeding the bonus caps. Shorthand explanation
