Based on asking price the "experts" are saying he's likely to be signed by a team that already went way past the 2016 spending limits (like Oakland).

The bulk of it was
Luis Garcia for $1.3 million
Yasel Antuna for $3.9 million
Jose Sanchez for $950,000

Robert would be a great way to cap it off!

MLB.com rates his tools as follows:

Hit: 55 Power: 60 Run: 70 Arm: 50 Field: 55

word is he'll be a top 25 prospect out of the gate.

Not familiar with these spending limits. Can you explain more on how they work and why a team that already overspent would be more likely to sign him. I would assume it would be the opposite?

New rules =/= old rules, which this signing would still count under. Basically, a bonus pool, with tax and penalty for going over. A few teams were unable to sign big bonus babies due to exceeding the bonus caps. Shorthand explanation

we'll only be able to offer a max of $300,000 to any given prospect next year because we went over our allotment this year.
