No. I think rules are pretty clear you can't force a procedure on a player. That being said, they don't have to send him out there to pitch. They could have put him on the DL. They could have benched him until he got the test. I mean maybe they didn't want to cause friction with their ace, but that decision seems not very smart in hindsight. And probably in foresight too, judging by what Mets fans were saying in the stands before he left with the injury.
