My understanding is KATOH hedges its bets a little on pitchers because of the possibility that they blow out their arm and never make it. I think it also favors control and "high floor" guys (thus Austin Voth coming up high).
Yeah, that's the way I read it too. Considering Trea's MiLB numbers too, I'm sure that's why.
