Maybe somebody with more ties and knowledge of local geography can correct me, but does the proposed tunnel from Georgetown to Rosslyn go under the same route that they originally proposed for I-66 when it was proposed to go through Georgetown?  I remember the 3 Sisters Islands as being part of that case.
