Loudoun would be the ideal location IMHO, but they made it clear that any stadium would have to be built with private funds.
On the other deal (that fell through), they re-zoned the land to allow another 15,000 townhouses. They'd cave in a heart beat. They just voted themselves a 62% pay raise.
