Because I don't know of any other pitchers they have, but I'm not totally caught up on top prospects these days.

The Nationals and Rangers have checked in on Jeff Francis, according to Jon Paul Morosi of FOX Sports (Twitter link). Previous reports have linked the lefty to the Rockies, Pirates, Mariners, Brewers, Astros and Mets. However, the Mets appear to be more serious about Chris Young than Francis.

A number of the clubs above have been linked to another pitcher who has dealt with shoulder injuries, Brandon Webb. Francis, 30 in January, posted a 5.00 ERA with 5.8 K/9 and 2.0 BB/9 in 104 1/3 innings for the Rockies in 2010.

I liked those peripherals, so I looked up Francis's FIP last year and it was a very decent 3.88.  xFIP was right in there at 3.94.

Francis is an excellent potential pick-up.  Make it happen.

I think it probably is us. I don't think the Rangers have even offered six years, and Rosenthal is reporting that the Yankees aren't going to offer more than six. Combine that with our apparent willingness to overpay to get big names, and I think it is very likely that we have offered seven years.
