It seems a lot of the NPB pitchers have the hesitation in their delivery.  Takahashi looked like he kicked his leg twice in his motion.

Agreed, most of them do.  The hesitation is a staple of Asian pitchers.

Probably judged that it wasn't high enough so that it wasn't guaranteed that a fielder could get under it comfortably. Also, even if they had on an infield fly runners move at their own peril so he still freaked up. Of course he probably would not have tried it if he had heard the umpire call infield fly.

Right. Even if it was high enough the ump may not have reacted quickly enough. Regardless, Wright was clearly off on contact and would have been in the same position whether the ump called the infield fly or not. That all happened too fast. Wright was stopping in his tracks before Zim even caught the ball.
