No need... 10 weeks off = 70 days.

Just put him on the 60 man DL and give up his 40 man spot to someone else.

60 day DL is major league. Accrues service time. Hence the question.

It's not a disaster, but he was one of the guys who could slot in at four. All it means is that one less guy is in the competition

I agree with that! Balester has learned from the good things and the difficult things from his past few years in the Bigs! He is much stronger this time around and is pitching like a machine.  I am positive his goal is to get a full year under his belt in the Bigs!
It is an unfortunate  thing that has happened to Detwiler. I truely think he was coming into his own this year , just like Balester is.  Wang, Strasburg, Detwiler could all emerge on the scene about the same time frame in June- July.

He cannot start his rehab assignment until May 4th as he is not eligible to return to the Nationals until June 4th (the maximum amount of days a pitcher can rehab in the minors is 30 days).
