How about this: If you pitch at least 6 innings and your ERA is below 4.00, it qualifies for a quality start in the NL, and 4.25 for the AL.
6 innings 2 runs or 7 innings 3 runs. But Spidernat has thought about this more, and has the NL/AL factor...
