Just because the org can't develop pitchers doesn't mean he's not accountable for teaching bad habits once they reach the big league club.
If people start getting fired for performance, Everyone from Rizzo through Davey on down would be gone. Blaming Hickey is pointless. The rot starts from the head and the team isn't for sale anymore.
