Well the excuse is the Panthers have more skaters and scorers which is why they can score more even if not dominating the game.

Caps blew it in 2019 when they had Carolina on the ropes and Tampa lost in the first round. The last two years they were not getting by Tampa. The core group is 33-36 years old. Just getting old.
