No, they'll do another TJ, but the success rate drops from something like 90% to 20% after the second one.
There are a couple alternatives if it's less than a complete tear of the UCL. I suspect in his case they might try something else first. Hopefully this is not the road to go down. It could be a lot of other things, even within the forearm. But in case it is, here's a list of two-time TJ guys. It looks like more than 20% make it back, but of course that's no guarantee of being any good when they return:

The odds on the second aren't nearly as good.
Kelley's had two, as well. Precious few starters come back from a second and are still starters, or any good at it at least.
