I was riding my bike over that bridge tonight and there was a great cloud of ganja billowing up from Rock Creek, so whoever is dicking around with spice did well to just ditch it.
I found what I thought were a package of bath salts on the footbridge to the zoo and got all excited, but I googled it later and it was only synthetic weed
