A team in Winchester would draw from nearby towns in VA and WV such as Harper's Ferry, Charles Town, etc. I think that when that entire area is considered it is sufficiently large to support a low A team.
Though note that Harper's Ferry is as close to Hagerstown as it is to Winchester, and Martinsburg is even closer to Hagerstown.
