Sorry for an ignorant question but what is the development list and how does that impact his status on a roster in AA or AAA?

Asking for a friend. :D
it's basically a temporary place to stash a player so as to avoid putting them on the IL. In some cases players who need a lot of help are put on it (e.g. Jarlin Susana who spent the last month or so of the low-A season on it after he struggled at Fredricksburg). In other cases, players are put on it due to shuffling other players around.

He had a great year jumping from High-A to Triple-A this season. His cutter and curveball both played well, earning some extra looks within the organization. He’s a player the Nationals are excited to watch and develop.
This is a potential call up arm for the bullpen this year.

this guy has to be a 35+ FV and make Longenhagen's FG prospect list when it comes out, unless they do not factor in this season to date.

14.2 IP, 11 games - 3 saves (all in his last 3 appearances), 30.9 K%, 5.5 BB%, 0.82 WHIP, 1.23 ERA, 2.68 FIP. The 2.82 xFIP normalizes the HR rate to reflect that, while he hasn't shown an ability to suppress homers consistently, his FIP and ERA benefit from 1 HR so far. 17 ks, 3 BBs, 1 IBB, 1 HBP.  A bit of BABIP overperformance is in there, too, at .242 (BABIP suppression not really his thing before this year).

It's Ks and the Ks to BBs that are so impressive. Those have shown up at every level with significant time since 2022. This guy looks ready for a bigger challenge than Harrisburg. I'd like to see them start to position him for a call up maybe as soon as the trade deadline if we were to dump some veteran relievers.
