I was there. Remember that this was Saturday night, and it was cold and windy and nasty in Hagerstown. There were a total of 25 hits in the game, so none of the pitchers was having an easy time of it.
Giolito seemed to have plenty of speed on his pitches - at least it looked that way, although I was too cold to wander over behind the backstop to look over the shoulders of the guys with radar guns. He just couldn't seem to find his location. He wasn't throwing wild pitches or anything - his pitches were close to the strike zone, but just not quite there. I'm not sure if he just couldn't locate, or if he was trying to be too fine about things, trying to paint the edges and missing.
But given the weather conditions, I'm not quite sure it's fair to judge any young pitcher by stats he may have put up Saturday night.
